BEACHWOOD CANYON NEIGHBORHOOD ASSOCIATION 

MEETING MINUTES

November 7, 2002

President Fran Reichenbach called the meeting to order at 7:39 p.m. 

First order of business was the announcement that the Salvation Army was in need of Christmas items for the kids.  Volunteers were to call the hot line if they were donating anything on the list and the Salvation Army would do the pickup.  The Association will be doing an out-reach table on November 23rd from 9:00 a.m. to 8:00 p.m. during the usual membership drive.  George Abrahams donated his truck for deliveries. 

Second order of business was the introduction of the Board and our senior lead officer, Bill Solle.  The minutes were approved with corrections.  Diana Knoll gave a treasury report.  Thirty new members were added to the association as a result of the membership drive.  Until the end of January 2003 the account will be $2,350.61.  Total membership at this time is 200. 

Another announcement was made concerning the Homeless Summit Meeting at the Hollywood Police Station at 6:30 p.m. to 8:00 p.m. on November 13th.  The issues covered will be homeless, prostitution, and graffiti.  Bill Solle also outlined his area of patrol:  Franklin to Outpost on the west, Ferndale, and Griffith Park on the east.  Crime rate is low:  only 18 burglaries from vehicles as opposed to 44 a couple months ago; only 11 residential burglaries, although that is higher than usual.   Bill Solle also mentioned that with Chief Bratton in charge, there should be more officers on the streets.  LAPD is hoping for 10,000 total.  Officer Solle encouraged the community to actively be neighborhood watchers and report people hanging out in the community by the license numbers.  Also, he reiterated his efforts in keeping transients and homeless from camping out in the hills. 

There has been no decision on the erection of the Sprint cell tower as yet. 

The permit parking issue is to be rehashed between the City, the residents of the Pineapple Tract, and the restaurant /shop owners.

Fran Reichenbach announced there would be an attempted 7:00 a.m. meeting with Board members who can attend with the DOT and Parking Enforcement regarding parking in the hills and trucks traversing the narrow streets and how it impacts on public fire safety and environmental quality of life. 

The next issue discussed was how to get the City to repave our badly worn roads.  Tina Roman suggested fliers to announce a petition sign-up table up at the market on certain dates.  This idea was tabled for further research. 

Further Announcements:  

The Franklin-Hollywood Hills Community Counsel withdrew its application for certification; and after much research has become an independent neighborhood counsel in order to facilitate a more effective and viable voice for the community.  All subsequent meetings are held at the 7th Day Adventist Church of Hollywood.  New areas have been included into the original FHHCC boundaries.   The action team is working on cleaning up the streets from bulky dumping of trash and has included the new areas with the BCNA system of bulky item pickup.  Also, the action team has notified the DOT on areas that need traffic signs, crossing guards, lights, or signs for public safety. 

The FHHCC, BCNA, and Argyle Civic are working on having the stairs between Hollymont and Vista Del Mar declared an historical Hollywood site.  An application has been made to the Cultural Committee. 

BCNA reiterated its position on HUNC.  The Board had in the past made a motion to support FHHCC.  That passed unanimously.  However, the Board stressed that all stakeholders have free will to do what they want to do.    This discussion came about by the disruptive behavior of some members of HUNC, Russell being one of them, interfering in the set and local agenda of the BCNA. 

Tina Roman who chairs the R-1 Zoning Committee made a report indicating that by working with Ron Kidwell of the Bureau of Code Enforcement, several homeowners who illegally converted their houses into multi-unit dwellings were compelled by the City to reconvert back to single family dwellings with our R-1 zones. 

The final announcement was by Diana Knoll that a Christmas caroling event was going to be organized and a sign-up sheet would be distributed for the event to be held on December 21st from 7:30 p.m. to 8:30 p.m. 

The motion to adjourn was unanimously passed.
