Fran:
Thanks to those who overpaid their dues; Ruth Zvabinsky, Matthew Shackley, Shelley Feinman
and Rachel Gerstein.
Hillside
Federation dues: In the past, the Federation took a position in favor of the creation of a
Mountain Area Planning District for the Santa Monica Mountains. The members worked hard
attending hearings to advance this position and toward that common goal a Mountain
APC. Board members of the Federation testified against the position voted on by the
members. The membership of the Federation fell along with their credibility. Also, one of
their vice-presidents is actively working against the formation of neighborhood councils.
Motion not to renew this year George/Nina carried unanimously.
Crime
report: Officer Sollie First two weeks of January shows Beachwood Area to have only
two reported crimes vigilance, precaution, and observance pay off. There has been a
rash of thefts from gardens including digging plants out of the ground at Temple and
Foothill. A woman was arrested on Holly with stolen property. This woman was spotted by
attentive neighbors communicating with one another.
Fran:
Westshire Neighborhood Watch in place neighbors have a master list of contact names
and numbers of their neighbors to be used in case of an emergency or suspicious
activities.
Traffic
Report Officer McCoy from West Traffic Division asked if there were specific
problem areas that anybody wanted to report:
Cars
at rush hour going north on Argyle pile up because some want to make a left onto Franklin
and some want to go onto the northbound 101 onramp. Enforcement being done at that
location twice a month or more and signs are being requested to direct drivers
properly.
Problem
at Gower and Carmen Place. BCNA has requested a study by DOT. Also, Scenic and Gower
people are running signs. Officer McCoy will try and get out there to enforce but we
need to call this number and make a formal complaint: 213-473-0215.
Fran
mentioned that Brian Gallagher (DOT) and Officer Seil (West traffic) have agreed that the
intersection doesnt have clear visibility and needs an all-way stop sign and perhaps
rolling speed humps. A study is supposed to be in the works and asked that Officer McCoy
follow up on that study.
Maureen
said that the light at Bronson and Franklin is not green long enough for one car to get
through.

to commend the officers for the work done in the community (Byrd/Viva) Motion carried
unanimously.
Street
Repair: Tina: Work is being done to repaint red zones requests being compiled for
the Pineapple Tract streets. A new stop sign has been installed at Primrose and Argyle and
at Temple and Argyle.
Jeannette
Bird reported that the Guard Rail was installed on 2400 block of Gower Ave. only a couple
days after the request was made.
Byrd
and Tina both requested that people take pictures of the areas to be fixed or addressed
with the address and a description of the problems.
Jeanne
Chang (LaBonges office) has obtained a list of streets to be resurfaced. She
requested that we send her a list.
Byrd
will compile a list of streets in need on the east side of Beachwood Canyon.
Nominating
Committee Report: Byrd Holland and Ed Hayek: The nominating committee nominated Nina
VanTassell, George Abrahams, Fran Reichenbach, Tina Roman, Missy Kelly, and JP
OConnor. Viva Sullivan Seconded these nominations.
Nina
VanTassell nominated Byrd Holland, Diana Knoll & Captain Ed Hayek for the slate. Viva
Sullivan seconded these nominations as well.
Neighborhood
Council Report:
Boundaries
and Formation: George explained how the various neighborhood councils in Hollywood were
formed.
Outreach:
Russell Brown: Russell explained how the DONE requires that we make sure that everyone in
the area know that we are forming a neighborhood council. He invited anyone that wants to
help to talk to him after the meeting. Also, that the Franklin-Hollywood Hills Community
Council will probably have its certification hearing within 30 days.
BCNA
Plans an Event: Fran introduced the Steve Grant Event Committee formed to organize an
event for late May or early June. Steves committee is made up of Nina VanTassell,
Missy Kelly, Bill Reichenbach. Russell Brown volunteered to work with this committee as
well.
The
purpose of the event will be to promote BCNA as a service oriented organization and
increase membership while creating a fun experience for the whole neighborhood. The
question of beer and wine came up along with the subject of liability. Jeanne Chang said
that we dont need insurance if the event is on private property. If its on
city property we would need insurance and a permit. The attendees were asked if anyone had
a problem with the presence of beer and wine at the event. No one has a problem with that
and someone suggested that we might consider a bring-your-own-bottle concept.
